I would say he's at worst a moderate.
But he has been a powerful conservative thinktank for several years. He's often well-known for his staunch support of the 2003 Iraqi war/invasion (was one of the major game-players in promoting war with Iraq too), but attacks Donald Rumsfield in 2004 for poor planning. Some would argue it was Bill Kristol's statement that actually helped make the 2007's surge in Iraq a reality.
He also supported Israel in the war against Lebanon. Whereas he criticized Bush for the Harriet Mier nomination. Yet he was also a consultant for Bush's 2nd inaugural address.
So really, he's more conservative than Bush or McCain. Sadly, his journalist credibility isn't so good anymore.
ive read that kristol along with bob kagan are quite revered in the neocon movement. starting or heading various groups and think tanks that have a lot to do with present us foreign policy. thats why i dont know what to think when i hear him being criticized.

This is now a two-man race. Gingrich has little chance of being nominated because he is unelectable in a general election which is important to GOP primary voters, Sanford is obviously not going to challenge Romney and Huckabee, and Palin's resignation hurts her politically. The race is now a two man race. You have the southern, religious, pro-life advocate and populist against the northeastern businessman who is an advocate for a stronger military and a tax cutter. Haley Barbour isn't charismatic, Newt Gingrich is a controversial figure who isn't charismatic, Tim Pawlenty is seen as moderate, and John Thune is little known which means he's the dark horse hopeful. I can already tell you that Romney will win New Hampshire and Michigan and Huckabee will probably win South Carolina.
