"We should give every Congressmen 1 billion dollars to sit at home and do nothing. Imagine all the money we'd save!"
The spooky part is it has happened all through history. Makes you think how many times have the American people gotten screwed.
Michelle Malkin Waxman clueless about his cap&trade bill: “You’re asking me?!”
The idiot Waxman admitted he did not even read the Waxman-Markey Cap and Tax bill. Then he proceeds to say that it was written by the IPCC staff.
The video there is priceless.
What's funny is that we may never knew who originally authored any bill. Our elected officials generally don't - if they have a direct hand in legislation they'll explain what they want to a group of legal aides who will write out the appropriate legalese.
In other cases lobbyists or special interest groups will draft the legislation and submit it to a member for support.
Regardless, the members generally read the summary and go with it.

V/I is Futile
No trees were killed in the sending of this message, but a large number of electrons were terribly inconvenienced.
Whine whine whine. This is the sort of thing I hear from my students. I'm sorry, Mr. Conyers if its too hard to do YOUR JOB! Maybe you should get another one.
Maybe we should help him.
Hey, if Congressmen don't need to read the bills on which they vote, why do students need to read their textbooks or do their homework? What shining examples our 'leaders' are for the next generation.
Why should Americans have to read tax forms?
Waxman should be recalled. He's now quoted as saying that "Failure is not an option" on the health care bill. Given this a-hole's lack of desire to read bills, I don't think he deserves to be a representative.
