See, I've looked into the radar thing your government proposed. There were/are some issues with it and I'm not surprised on a turn-down.
1) How the U.S. thinks missile defense works vs. how Russia thinks missile defense works is different.
2) In order to integrate it into our systems, we would have to share with you all a lot more about how our systems work. Considering our governments relations with each other... I wouldn't exactly be sure that would be very wise on our part to give your government such technical details.
3) Even if we decided to do it, that station you all proposed was old. I've heard it would have trouble tracking to the precision that we would need, that and I've "heard" that radar imits radiation. I can't verify that part though...

I dunno Volk, but it seems to me this seemed more a move on your governments part to score political points, or possibly get more information on our stuff. I think I would have declined as well. We would need to be friends in a lot more ways than just missile defense agreements before I would be willing to more forward with this sort of thing jointly.
