One short-term answer lies in a plan I proposed in 1998 that would shift power and money to states and localities to manage their infrastructure needs and establish their own priorities.
Instead of sending our gas tax money to Washington, where the government scrapes a little bit off the top, deals a couple of cards off the bottom and sends just part of our money back to us, we should simply end the program.
Congress should scale back the current 18.4 cent-per -gallon federal gas tax to a few cents per gallon, enough money for the government to maintain the Interstate System and oversee other safety concerns.
Last August, Congress passed a six-year, $286 billion highway and mass transit bill that included more than 6,000 of these earmarked, pork-barrel projects, including
$454 million for two bridges in Alaska (including the infamous bridge to nowhere),
$5.8 million for snowmobile trails in Vermont,
$6 million to eliminate graffiti in New York,
$3.1 million for two parking garages in Tennessee, and
$2.7 million for an automobile museum in Ohio.

BTW, I just got my property tax rebate, and with it a little note from fast Eddie saying that it was made possible by the lottery & casinos, and "advertising" other services provided by state gambling.The right of the people to keep and arm bears shall not be infringed. - P.A. Yost, Sr.

Thanks for posting this. After my skepticism was starting to really set in seeing his stupid ad for the millionth time I was about to start doing some research to find out what he's doing and talking about doing. I don't know why but I have not had a positive feeling about his "groundbreaking" "PLAN" that he is going on about in his ad. Sometimes I hate that correct gut feeling I get about stupid people posing as intelligent people.
As soon as I heard of Pelosi's involvement I knew I was correct in not trusting whatever his "plan" is. And then hearing some people go on about how great it is to see people from "opposite sides" teaming up and working together for the same cause.....?!%^#$^ ulltimate tip off that there is something evil being planned.

With the population of Texas on track to almost double to 40 million by 2020, the water authority now wants more water, but Pickens has beat them to the punch by buying up big chunks of water rights.
The Texas panhandle may look arid on the surface, but underground it's a different story. The panhandle rests on part of the 174,000-square-mile Ogallala Aquifer, North America's biggest underground water reservoir and among the most pure. Mesa Water's Web site touts Ogallala's water as ``high-quality, terrorist-resistant, and drought-proof.''
Still, Pickens faces obstacles. To help pay for construction, he plans to piggyback wind power on the water infrastructure. He plans wind farms on the ranch land and wants to run electricity cables along the right-of-way of Mesa's water pipeline.
All told, the wind and water project is projected to cost more than $10 billion. The pipeline alone will run $2.2 billion. Pickens said he has about $100 million invested so far. ``This is a $10 billion project,'' he said in an interview. ``It better be profitable.''

John R. Spearman, Jr., a Roberts County rancher and chairman of the Panhandle Groundwater Conservation District, is one of many local critics who contend that Pickens' water play could upset conservation efforts and seeks to profit from shortages of a vital resource.
``He has the legal authority to do it,'' Spearman says. ``We can't stop him.''

House Speaker Nancy Pelosi’s message on energy, already evolving in recent weeks, might have to evolve a little more.
On NBC’s “Meet the Press” on Sunday, the speaker twice seemed to suggest that natural gas – an energy source she favors – is not a fossil fuel.
“I believe in natural gas as a clean, cheap alternative to fossil fuels,” she said at one point. Natural gas “is cheap, abundant and clean compared to fossil fuels,” she said at another.
The speaker apparently was trying to contrast her support for expanded use of natural gas as a motor-vehicle fuel, and many Republicans’ preference for more domestic oil drilling — particularly through opening up more of the Outer Continental Shelf for exploration.
But according to naturalgas.org, an educational Web site maintained by the Natural Gas Supply Association, “natural gas is the cleanest of all the fossil fuels.”
Pelosi and her husband drew attention recently for their investment in T. Boone Pickens’s Clean Energy Fuels Corp., which markets compressed natural gas and liquefied natural gas as a fuel for motor vehicles.
