Basically, this is happening because Germany doesn’t want Nuclear reactors anymore, yet can’t build out green sources quickly enough to meet the demand. They still need carbon sources like Natural Gas.
Meanwhile, France has an expansive Nuclear fleet providing more than 70% of its power. It’s finding that upgrading & continuing the operation of these plants is (much) cheaper than retiring them, so it’s all in; continuing to find ways to support that industry.
Germany and France were at a deadlock as to which source would receive the “sustainable” label and associated subsidies. The compromise is what you see before you.
